Russian Textile Week-2018” and the exhibition “
Intertfabric-2018.Spring“. This is a major industry event annually held by the
Russian Union Of Entrepreneurs of Textile and Light Industry in conjunction with Expocentre with the support of the Ministry of Industry and Trade of the Russian Federation, the Chamber of Commerce and Industry of the Russian Federation, The Russian Union of Industrialists and Entrepreneurs (RSPP) and the Eurasian Economic Comission.
At the same venue on
March 20-23 are held simultaneously: the international exhibition “Equipment for the production and processing of textiles” –
Inlegmash-2018, the international exhibition of materials on a fibrous basis –
Techtextil Russia 2018, the international exhibition of fabrics and textile materials – “
Interfabric-2018. Spring“.
All these exhibitions, as
Mikhail Tolkachev, Deputy Director General of Expocenter, noted at the opening ceremony, represent related areas and are united by a single business program, including activities of more than
20 round tables and workshops on various issues of light industry development and its cooperation with related industries, with a trading segment, profile scientific developments.
As noted during the opening of the
WEEK, more than
150 companies from
20 countries participate in this forum this year. Compared with last year, the number of participants increased by almost
20%, and the total exhibition area increased by one third.

Viktor Yevtukhov stressed the steady growth rates of production and sales volumes in the Russian light industry. Moreover, a number of sectors of the industry demonstrate relatively high rates of import substitution, “let alone that light industry as a whole is a city-forming and, therefore, a strategic industry for many Russian regions.” , noting at the same time that measures of state support for the industry will continue and, possibly, will be expanded. Among them – subsidizing leasing, rates for loans for renewal of equipment, scientific sphere, the latter – provided that the results of R & D are mandatory.

WEEK and at its first plenary session, the industry has demonstrated steady growth rates in recent years. Especially in the sectors of sports and workwear, leather and footwear, the production of chemical fibers, home textiles, children’s clothing. Measures are also being taken, in conjunction with the RF Ministry of Agriculture, to expand the domestic raw materials base of the industry – primarily in woolen, tannery, cotton, and linen segments. Rigid restrictions on the export of the first two types of raw materials, according to
A. Razbrodin, create a solid basis for a complex raw-material import substitution in the industry. It is also planned to “add” the woolen sector to the register of state subsidies for animal husbandry by the second half of the year-
2018. In addition, this year the planting of industrial crops of the Lower Volga cotton (after a 60-year “break” due to the growing import of this raw material from the Central Asian union republics and Azerbaijan) will be carried out. Experiments have shown that this raw material is in no way inferior to the foreign in terms of its qualitative parameters.
It was also noted that a cluster for the production and processing of bast cultures has been successfully formed to produce high-quality natural fiber. According to

30 subjects of the Federation plan to participate in this cluster.
At the same time, the transfer of tax and non-tax payments to the regional administrations, as stressed by
Elena Panina and
Andrei Razbrodin, actually increases the fiscal burden of all industries. And in large part – in the sphere of small and medium business. Therefore, a single federal standard for tax and non-tax payments is required.

R.Petruţsa said about more active participation of light industry enterprises in the FRP programs: in
2017 the fund approved over 10 sectoral projects, this year their number will increase significantly; the volume of the Fund’s funds for 2018 is 20 billion rubles. In this connection, recently a decision was taken on a single lending rate for financing projects by the FRP not more than
3%: the former was varied by
3 – 5%. But an obligatory condition for lending is the availability of bank guarantees from the partner enterprise of the Fund.
Within the framework of the Opening of the Week, the ceremony of awarding the winners of the first professional textiles contest
Textile Design Talents in Russia was held. Organized on the initiative of
Solstudio Textile Design and the Russian Union Of Entrepreneurs of Textile and Light Industry with the support of the Ministry of Industry and Trade of the Russian Federation. The first place in this competition was occupied by Muscovite Sofia Eliseeva. The third place went to
Darina Birulina, the second – to
Vasilina Tolmacheva, and the special jury prize was given to
Maxim Krylov.
Within the first day of the
Russian Textile Week, the first plenary meeting “
Domestic Light Industry-2018. Reboot: from stimulation and support to sustainable development ” took place. The meeting was chaired by the president of the Russian Union Of Entrepreneurs of Textile and Light Industry
Andrei Razbrodin.
As
Viktor Yevtukhov noted in his speech, the Russian light industry completed the year of
2017 with the growth of production in all sectors, and “the dynamics of the first three months of this year gives reason to believe that 2018 will also be positive for this industry.” The production of textiles in the Russian Federation in 2017, according to V.Yevtukhov, increased by
7.1% compared to the previous year, clothes by
3.8%, leather and leather products – by
4.3%. Production of synthetic fabrics grew by almost
25% last year, knitwear – by
14%, footwear – by almost
12%. “The support measures, both monetary and regulatory, played a role here, which our ministry, together with our industry associations, associations and enterprises, developed and implemented in practice.”
Export is also growing: the deputy head of the Ministry of Industry and Trade specified that exports of light industry products, according to the Federal Customs Service, increased by
17% last year compared to 2016, to
$ 1.4 billion.
Viktor Yevtukhov emphasized that active cooperation between this department and the industry itself will continue with the IDF, MDF, and the Russian Export Center.
Among the main problems, the state secretary of the department called the high share of illegal products on the market, reaching, according to some estimates,
30 or even

Specialists of the industry proposed a number of specific measures to ensure sustainable development of domestic light industry, including more active attraction of investments in this industry.

Elena Panina noted the great potential of the textile and light industry in the domestic and foreign markets, stressing that the state support measures of the industry “are developing with the adoption of the law on industrial policy.” In her opinion, the increase in the competitiveness of the products of the domestic light industry would be facilitated, first of all, by the reduction of the tax burden on business and the solution – within the framework of the EAEU – of the problem of the importation of counterfeit products.
Tatiana Golendeeva, the first deputy head of the Federal Customs Service, told the session about the customs regulation of the industry. Recalling that on January 1 of this year the Customs Code of the EAEU came into force, aimed at simplification and acceleration of customs procedures. Providing, in particular, automatic registration and release of goods.
“We understand our responsibility to the participants of foreign trade activities to prevent gray imports to the territory of our country,” said the representative of the FCS.
Tatiana Golendeeva considers not only the introduction of the marking system, but also the debugging of the traceability system of goods throughout the territory of the Russian Federation and the whole of the EAEU as effective mechanisms for solving this problem.
T.Golendeeva and other experts also focused attention on the remaining discrepancies between the countries of the EAEC in the interpretation of dumping, re-export, counterfeit.
Financial support to enterprises of the light industry is ready to continue to be provided by the
Industrial Development Fund. According to the chairman of the FRP
Roman Petrutsa, the procedure for obtaining the Fund’s funds has been simplified as much as possible. Moreover, enterprises of manufacturing industries are increasingly requesting loans from the FRP, which indicates, in particular, about the positive dynamics of development of these industries.

Nikolai Efimchik, the head of Bellegprom, declared about the “underutilized” potential of cooperation between the textile industry of the Russian Federation and Belarus in the raw, technological, and scientific marketing segments. Stressing that, for example, the development of cooperation ties in the linen sub-sector, in the production of chemical fibers and products based on them, including interaction in the scientific and technological base of the same sectors will increase competitiveness.
Personnel problems of the industry were the focus of speech at the meeting of
